California Governor Schwarzenegger to U.S. manufacturers to go "green"
The remarkable speech delivered by californiae € ™ s Mr Governor Schwarzenegger has turned the afternoon at Georgetown University in an inspiring event.
Here is the print version of the keynote address Governor Schwarzenegger (introductory cut):
GOVERNOR: Thank you. Thank you very much. Thanks, John, to wonderful introduction, I appreciate it very much. And it great to be here today at Georgetown University, also known in my house as the alma mater of course, my wife went to school here and got here in Georgetown. (Applause)
So I want to also thank my wife for being here today and sat in the front row. And, of course, the first lady great that the U.S. has seen, all give a big hand again. (Applause)
So I have to say I'm a little surprised to be here and the reason is because there are three and a half years as governor when I was followed by protesters in the environment with the panels. It didnâ € ™ t like my Humvees and Hummers, and my truck or something I did. In fact, when he promised he would improve the environment when I became governor, that didnâ € ™ t believe that either. So here we are, three and half years later, IA € ™ m the cover of Newsweek as one of the conservationists. Only in America Thata € ™ s all I can say. (Applause)
But let me tell you something, but I love being on the cover of Newsweek, but there must be other people covering the well, and it is these people who were my colleagues in the Legislature. They worked very hard to partners who were incredible and IA € ™ m talking about, First, Assembly Speaker Fabian NÃ º Ã ± ez and Senator Perata. I invited both to come here, but we could not € ™ t do, but I wanted publicly thank them for being so big and great leaders in ecological environment. So Leta € ™ s give them a big hand, even if thei ™ €'re not here. (Applause)
And I also want to thank someone who is here with us today, and Assemblywoman Fran Pavley. It was a warrior grandfather. (Applause)
Let me tell you something: This is the real deal. This is the real deal. This woman is fighting for the way the environment before I came to be governor, and was indeed the author of this very important legislation and worked with our office, and is a team player. And here is where you can see here, Shea € ™ SA Democrat. So the President is a Democrat. Senator Perata is a Democrat. That's what I m talking IA ™ €, working together in a post-partisan or bipartisan, so that things move because we work what is best for the people of California and the United States. So thanks again to Assemblywoman Pavley. (Applause)
Now I know it's an environmental conference, but do not want to start talking bodybuilding first. And the reason is that bodybuilding is another of my passions, as you know, and has similarities exist. Bodybuilding used to have a very incomplete picture. In fact, as some people who have worked seriously and pumped weights didnâ € ™ t admit they were doing bodybuilding. In fact, for example in ancient time, some very famous Hollywood actors like Kirk Douglas, Clint Eastwood, Charles Bronson, and the list goes on and on, it all worked out with weights, but admitted publicly because I didnâ € ™ t want to be associated gymnasiums that were like dungeons and fanatics who were, and had received training from strangers there. It's kind of an image I had.
But we changed, we have consciously decided to react. And what we've been, we came out with a book called € Pumping Iron "I know many of you are familiar with it, especially students € "after the movie Pumping Iron, Bodybuilding, and changed the image of bodybuilding, dramatically. Indeed, the perception of bodybuilding began to change and became more and more hip and more and more attractive. And then suddenly, everyone wanted to practice. As a matter of fact, today you can go anywhere in the world and is a gym or a place where you can do weight resistance training, and you can go to any gym and you find ordinary people talking about their abs, their backbones, their deltoids, body fat, and all that sort of thing. So how has changed. It has become commonplace, it became sexy, attractive.
And that is exactly what has to happen with the environmental movement. Like bodybuilders, environmentalists are seen as a rare type of fans as well. You know, the kind of serious tree huggers. Environmentalists were no fun, they were like prohibitionists a fraternity party. (Applause)
Then the day just showed me a picture someone alive was a car salesman in a showroom talking with this couple. And the car salesman was in the car and said: "This car runs on regular gasoline engine power, and then when you feel a little guilty when you feel guilty, change the battery. "Now, Thata € ™ s funny, itâ € ™ his caricature. But let me tell you something, € ™ s not much of truth in that. For too long, the environmental movement has been powered by guilt.
But I think that is about to change to be powered by guilt to be powered by something much more positive, more dynamic, something much more able to make more changes. You know the kind of guilt I'ma € ™ m talking about the smoking chimneys of the pollution jacuzzis our power and large screen televisions and in my case the private aviation fuel. It's too bad, of course, T ™ € we can all live a simple life as monks, Buddhists in Tibet. But you know something? Thata € ™ s not happening.
So ladies and gentlemen, nâ € ™ t think that any movement has ever made and never made much progress based on guilt. Guilt is passive, guilt is inhibiting and guilt is defensive. Do you remember the ads in a number of years ago, specifically of a Native American ads to see what we've done to the environment and then a year runs down his cheek. Do you remember that? Well, let me tell you something, this approach didnâ € ™ t work because successful movements are based in passion, thei € ™ is not based on fault. Thei € ™ re built on passion, thei € ™ re based on trust, and thei ™ € re built on critical mass. And often, tea tree € ™ re built on an element of alarm that pushes the action.
The movement environment is to use a popular term, the turning point. Itâ € ™ sa point to reach the tipping point. There € ™ SA turning point and I think the turning point will be the same when the environmental movement is no longer perceived as a colt or a scold, but as a positive force in popular public € ™ s life. Now nâ € ™ t know when this inflection point occurs, but I know where € "in California. In California, we make every effort to tip the balance in the environment.
Now, first let me start with government policy. N € ™ t want to go into all the initiatives we have taken and all laws that have passed, because it was well explained by John when he introduced me. But two things that stick we the most attention.
1. We have adopted a law to limit emissions of emissions of greenhouse gases by 25 percent in 2020. This basically means that we are reducing greenhouse gas emissions to 1990 levels by 2020, and then we go 80 percent below that in the 2050.
2. I ordered a 10 percent reduction of carbon content of transportation fuels.
Now, I believe that the rules defined California is going to solve global warming climate? Of course not. But what we are doing is applying leverage so that eventually all councils environment. Thata € ™ is what we are trying to do. Câ € ™ is like a ramp. You can access it and then slowly leans away. That's what we're trying to do. California, as you know, is big, California is powerful, and what we do in California has unbelievable impact and implications. In fact, when you look at the world, California is a small place, but the type of power of influence they have on the rest of the world is an equivalent to the vast continent.
Send a message to the world. What we are saying is that we will change the dynamics on emissions of greenhouse gases and carbon emissions. We are taking action ourselves. We are not expecting anybody, we're hoping the federal government or Washington. We create our own association. We work in collaboration with Britain, we are partnering the provinces of Canada, the United States, with Western states, with northern states. And guess what? Every year we add more partners, addition to our team. We increase the dynamic change.
Now, there € ™ SA display in Michigan that accuses me of costing the industry car 85 billion dollars. They say that because of our standards of new carbon fuel that cost 85 billion dollars. The sign says: "Arnold Michigan € "Drop Dead." The fact of the matter is, what IA m ™ € say, Arnold to Michigan € "Get Off Your ass. Moves ass and join us. (Applause)
In fact, in California in May to make more efforts to save carmakers in the United States than any one else, because what we do is push us to make changes, make changes so they can sell their cars in California. And we all know € "Leta € ™ € s is honest "if someone nâ € ™ t change. The willingness of Japan, China, South Korea will, the Germans, all of them. So what I do is I want to avoid this happening. I want to sell their cars in California. I believe strongly in American technology, and I think will ultimately be the technology that ultimately instance, save Detroit.
Now California, for example, already has a car company Thata € ™ s called Tesla Motors. Tesla Motors has designed and constructed a Thata € ™ s car called the Tesla Roadster. Câ € ™ is 100 percent electric. Now, why a car company than ever before has produced a car that is already producing a car with zero emissions zero emissions € € "and Detroit is still lagging behind? Now this car let me tell you something, a good car is very sexy. CA € ™ is really cool. I mean, that the test was conducted. It goes from 0 to 60 in 4 seconds. He manages 130 miles per hour and has 250 miles on one charge, then the recharge takes only 3 1 / 2 hours. Now ™ € Thata is what I call cool. And the car costs 100,000 € dollars "to be exact, 98,000 dollars €" and is so popular that it sold immediately. And now the second version is in production and car, cost is reduced to $ 50,000.
Thus we can see where it leads, economics tells us where it is category. Itâ € ™ s as cellular phones. I remember when I bought a cell phone, the first mobile phone that was a kind of mobile radio 20 years ago. It is about of $ 1600. The next version I bought a few years The last was 1200 and the next was 750. I recently bought a cell phone for my daughter and it was less than $ 90. Now, because the costs are down, almost everyone can afford a cell phone, and so will environmental technologies in cars. The government can push through the establishment of standards from California to the nation and the world a push.
Now, beyond the government policy, the second tipping factor is economic. California is the vanguard of what I call â € ~ Economy € ™ environment. The aerospace industry built the modern economy of Southern California. The computer industry and Internet economy construction of Silicon Valley. And now, green and clean technology and biotechnology will be the next wave of californiae € ~ s economy.
Currently, californiae € ~ S laboratories of universities, research parks business, including future friction offices and shopping malls, something very interesting is happening € "something very exciting. Nationalism € ™ s brightest scientists and venture capitalists are racing smarter together to find alternatives or new technologies for alternative energy. It's a race that is fueled by billions and billions of dollars. Capitalism, interestingly, what was the perceived enemy of the environment is today giving new life to the environmental movement.
Daniel Jurgen, the famous oil analyst, said that if this activity in all directions continues, expect dramatic results. And the head of PG & E, californiae € ~ s largest utility, says the industry's energy is on the verge of a revolution. And you know something is when General Electric says it Itâ € ™ s sale of its plastics, because he sees more potential growth and benefits of environmental goods and services.
In environmental economics the great thing is that we can do both, we can protect the environment and protect the economy and Thata ™ € ™ € IA is what I have been saying for years. Of course, people didnâ € ™ t believe. They said have to choose between one or the other, we have to choose between the environment and the economy. And I said no, we can not do both. We can protect the economy and protect half environment, and we have shown that in California.
Now, the third turning point I would mention is the attitude of the population. I think the environmental movement is redefining itself as something more modern, safer and more positive. As governor, I talk with scientists in our universities, I talk with executives run by large companies. And let me tell you these people are not crazy. Embed Scientists believe that traditional leaders are the first convinced, and if you look at the polls, Americans are convinced of the mainstream global warming and climate change is real and must do something. Who are the fans now? Who are the fanatics? It is they who are in denial. Thei € ™ re in denial of the medium environment, thei € ™ re in economic denial and politics of denial. Who are the fanatics When Jones has hired the former director Greenpeace International? Who are the fanatics, as large companies now require that the federal government, once and for all new laws to set standards emissions to emissions of greenhouse gases? Big companies like DuPont, GE, Wal-Mart, BP and PG & E believe that climate change is real. This is the dominant language is the language school.
Now some of you may have to show the view cable TV show called Pimp My Ride. Have you seen? Maybe not, maybe not everything the world has seen. But the fact of the matter is, itâ € ™ its real cool show. Itâ € ™ s a show that's really cool, and what they do, take scrap vehicles, normally crush, and make them are lowriders and muscle cars. Now my teenage son watches that show all the time, and Sometimes I watch it with him.
In fact, I recently did a segment that will air on Earth Day, and why will air on Earth Day is because we take this new show and they did something and said something that was environmentally hip. Liena € ™ is what we did. We took an Impala, 1965, and we made a lowrider, but not a regular driver low. We dropped a 800 hp engine, and that 800 horsepower engine goes from zero to 60 in 3 seconds. Now you know how fast ISA € "in 3 seconds. But is biofuel, and that means it emits 50 percent fewer emissions of greenhouse gases and is twice as far. Now ™ € Thata s what I call cool.
You see, we are now by emissions of greenhouse gases, so donâ € ™ t have to go and really take muscle cars, nâ € ™ t have to keep Hummers and trucks, or something, because Thata ™ € formula for failure. Instead, what have to do is make those cars more environmentally muscular. That's what we do. Now, because of this, one of my Hummers now runs on biofuels and other my Hummers now run on hydrogen. So what kind of changes we have made instead of getting rid of Hummer. (Applause)
Thus the new movement environment is not guilty, Itâ € ™ s no fringe, and CA € ™ is not to be overwhelmed by the enormity of the problem, but the rate is about normal, exactly what I mentioned earlier with bodybuilding. We have traditional. We must make sexy. We must make it attractive for everyone to participate.
Thus that, finally, I want to say something about politics. Politics plays an important role in the turning point here. If you're against a decision on greenhouse gas emissions and emissions in their common political base undo as surely as the polar caps, I can assure you. You become in a political penguin on a smaller block ice to drift offshore. Farewell, my boyfriend. Thata € ™ s what happens. (Applause)
Because the environment is a public value, and politicians who ignore it do so at their own risk. Now, in private, I know that many politicians have come to me And said, "How can we do what you do in California?" And I say that there are only two words I just mentioned, which mandates and markets, mandates and markets, as we have in California. And then I also said, she said: "And we have the political courage." He said, "Remember that political courage is not political suicide. "
Now, some of my Republican friends, of course, pose a very valid point. They say: "What do if all these great things for the environment, and meanwhile, the developing world, where emissions are growing faster, is not € ™ t do anything? "Now I believe in free trade, and I think everyone raises € ™ s standard of living. But ultimately, we will focus on countries that produce goods without regard to the environment the same way we look at countries that produce goods without regard to human health rights € "this what means that these countries, of course, the AI € ™ m talking about are those who farm. My guess is that in the next decade if an economy includes Câ € ™ is damage to the environment, the civilized world will impose environmental tariffs, duties and other trade restrictions for these countries. It is a question of fair trade. Nations can not get rid of products, nations can not dump anything and in the future will not be able to shed carbon emissions or greenhouse gases either, because it is an unfair trade advantage.
Now, ladies and gentlemen, In conclusion, let me say there are still many people who are pessimistic about how Wea ™ € going to deal with environmental problems. I am optimistic € "but IA M € ™ € always optimistic, but in this case, I'd € ™ m very optimistic, and the reason is because I think things are turning. I feel things tipping, I think things move forward. In fact, I say that you Undeterred by the environment, because things are about to tip our way.
Look what happened this month. A documentary about global warming won an Oscar. Now you can open a newspaper and talk about thei ™ € warming the planet and how all can participate. Any television show, every radio program that you can activate, thei € ™ you talk about global warming emissions and emissions greenhouse gases and green technology and so on.
Today I went into a magazine shop and a shop in the magazine that I have seen eight Coversion € "eight blankets. In fact, I was nine, I found another an hour ago. Nine Coversion €" nine magazine covers, all talking about technology green, the plug-in vehicles, and Mother Earth, and the city and the country has a telephone line, and on and on. Including, of course, Leta € ™ s not forget the best show of all, Newsweek. You have all seen, right? (Applause)
So basically what IA € ™ m said, things are turning our way. Thank you very much for listening, and I love it here. Thank you very much. Thank you.
Thank you. Thank you very much. And now, if you nâ € ™ t Mind, IA € ™ would be on the podium with my friend and a great environmentalist, chef, great warrior of the environment, Fran Pavley, our Assemblyman. Please. (Applause)
It should be noted that the speech californiae € ™ s Governor is directed to U.S. manufacturers asking them to be vigilant and help to resolve environmental problems through the vehicle of sound production environment. Most popular œgreen € â € vehiclesâ currently used in U.S. cars are hybrids and most loved brands that have jumped on the bandwagon, with the exception of the Jeep brand is symbolic that has not met the œgreenâ € â €. But in any equity in Chrysler € ™ s iconic brand that has improved its car components, such as its Jeep Wrangler parts to reduce harmful emissions.
